In January, U.S. Secretary of Education Arne Duncan and more than 300 members of Congress introduced the Head Start Impact Act of 2014, a bill that would ensure every child in America has access to high-quality early education from birth to age five. It would improve the quality of care and serve more children and families, and give states more flexibility in how they use the early education dollars they receive.
“Head Start’s record of success is undeniable,” said Secretary Duncan. “We must ensure that every child in America has the opportunity to learn and grow in a safe, nurturing environment. We must help every child succeed and get ahead of the curve. The Head Start Impact Act helps level the playing field for every child in our country and closes the achievement gap by improving early childhood care and education so all children have the opportunity to succeed.”
Head Start is the first federally funded comprehensive child development program in the country, ensuring children enter school ready to learn. Head Start’s proven model is grounded in the belief that all children, regardless of family income or background, are capable of learning. Evidence from the Head Start Impact Study, released last month, shows that five-year-olds in Head Start programs perform better on tests than five-year-olds in other programs.
“I am pleased that Secretary Duncan has taken action to improve and expand this important early childhood program that is working so well to help children succeed in school,” said Senator Harkin. “His efforts will help children achieve and build stronger futures for generations to come.
